i watched in a documentary that sez Dalai Lammas are reincarnated? but if they are really who they are shouldnt they be free from re-incarnation? wasant that the point?

The Tibetans believe the Dalai Lama is the reincarnation or manifestation of the
Boddhisattva Avalokiteshvara who made a vow to remain in the cycle of rebirth
until all sentient beings have reached Nirvana.

There are many female incarnations today like Khandro Tsering Paldrön was recognized at the age of two by His Holiness the 16th Karmapa as the re-incarnation of the Great Dakini of Tsurphu, Khandro Ugyen Tsomo, one of the most renowned female masters of her time. The present Jetsün Khandro Rinpoche holds the lineages of both the Nyingma and Kagyu traditions.
Also Jetsun Kushok Chimey Luding is considered an emanation of Vajrayogini.
I remember once HH the Dalai Lama said that 99% of recognized incarnations aren't real. I'd have to locate where that was referenced.

Anyone holding the title of Rinpoche is a similar reincarnation. We used to get around three each summer visiting the Kagyu temple in Panillo, northern Spain (I say "used to", they probably still do, I just don't live in the neighbourhood anymore).
If anyone's interested by the way, then just google "Kagyu temple Panillo" and you should find their website and what they have scheduled, though as I said, the rinpoches only tend to turn up in the summer.

I would guess that 99% is actually generous, though it has to be admitted that the practice will tend to have an ennobling impact all by itself, such that some percentage of people will manage to live up to their callings whether specifically true or not...you entreat 100 people like they were spiritual nobility and surely 1 will actually manage to manifest it...
Which makes it strangely akin to the *house-odds* in Vegas...

Yes, and there were also Tulkus that were selected and failed miserably as spiritual adepts.
