I'm too busy to sit through this whole thing (it's pretty long) but the first part runs through a short laundry list of pre-satanic forms, generally considered by Lavey to be the equivalent of Satan in ancient cultures...
Right now the term is not much in use. I predict it will become much more widely used as time progresses as it becomes more necessary for Satanists to break out of the Judeo/Christian matrix and reapproach Satan on a more global scale. Remaining locked into this narrow philosophical matrix only plays to the advantage of those who wish to argue that Satanism is simply a knee-jerk reactionism against Christianity itself and is therefor basically a form of Christianity... something very few real Satanists actually believe.
Essentially the term breaks down as Proto (from the greek protos = "first") + Satanism. It is especially applied to Ningishzidda because of the stark similarities between the Garden of Eden story of the Book of Genesis and a much older Sumerian story of strikingly similar content. The theory goes that the Serpent of Genesis may have derived from this earlier Creation epic.
In general the term can also be applied to any archetype sharing many of the characteristics of Satan but much older in time...

note: even Samael, who many believe was the original Satan in Hebrew, is technically a protosatanic archetype since there was no character called Satan until Christianity came up with one...
